The paper explores the realistic opportunities for European hydrogen, focused on three critical areas that are going to help unlock the market\u2019s potential. The forum reinforced many of our findings, and several key themes emerged including:<\/p>\n<ul>\n<li>Hydrogen has gone through its hype cycle, faced significant obstacles, and now requires a more realistic approach<\/li>\n<li>Supportive regulations are a key enabler \u2013 with the EU\u2019s RFNBO additionality rules taking effect in 2027, the pressure is on to advance projects within a narrowing regulatory window<\/li>\n<li>Funding remains crucial \u2013 only projects with substantial public subsidies and clearly defined offtake are progressing<\/li>\n<li>The focus must shift to practical end-use cases \u2013 identifying the end-use demand sectors that will drive demand for renewable and low-carbon hydrogen<\/li>\n<li>Infrastructure is key \u2013 robust pipeline (and storage) networks are needed to progress large-scale industrial applications<\/li>\n<\/ul>\n<p>In this edition of <em>Hydrogen Compass<\/em> we explore some of the key developments in April that reflect core themes from the forum.<\/p>\n<p>The next edition will be published in June. In the meantime, if you have any comments or feedback, please do reach out to <strong>Jun Sasamura<\/strong> (<a href=\"mailto:jsasamura@westwoodenergy.com\">jsasamura@westwoodenergy.com<\/a>).<\/p>\n<h3><strong>Regulations and policy are evolving<\/strong><\/h3>\n<p>A key point raised at the forum \u2013 and echoed in our White Paper \u2013 was the slowdown in hydrogen project development, particularly due to regulatory uncertainty. This was clearly illustrated by the temporary suspension of BP and HyCC\u2019s 250MW H2-Fifty project in the Port of Rotterdam. In early April, the project was put on hold pending the Dutch government\u2019s implementation of the EU\u2019s updated Renewable Energy Directive (RED III) into national law.<\/p>\n<p>However, by the end of the month, the project was revived. This followed the Netherland\u2019s Council of Ministers announcement of a national target requiring industry to use 4% renewable hydrogen by 2030. Rather than enforcing a stricter mandate to meet the EU\u2019s 42% industry RFNBO<a href=\"#_edn1\" name=\"_ednref1\">[1]<\/a> target, the Netherlands has opted for a more flexible, subsidy-driven approach. While the 4% target falls short of the EU benchmark, it reflects a pragmatic strategy \u2013 one that emphasises incremental scaling at a more appropriate pace for the market. It may also set a precedent for other member states grappling with similar implementation challenges.<\/p>\n<p>France also made notable adjustments to its hydrogen policy in April. The government revised its hydrogen strategy, lowering its 2030 target for renewable and nuclear-powered hydrogen electrolyser capacity from 6.5GW to 4.5GW, and its 2035 target from over 10GW to 8GW. This shift reflects delays in technological maturity, high production costs, and slow regulatory development. Despite setbacks, France remains committed to low-carbon hydrogen, leveraging its low-carbon electricity mix from nuclear and renewables to decarbonise the country\u2019s industries.<\/p>\n<p>The updated strategy has a focus on prioritising domestic hydrogen production in the near term and potentially incorporating imports of hydrogen derivatives after 2035. It additionally highlights ambitions to grow France\u2019s hydrogen technology export capabilities. Although the revised targets are more grounded in current market realities, they remain ambitious and will require continued public funding and a stable regulatory framework to succeed.<\/p>\n<h3><strong>Funding continues to be allocated<\/strong><\/h3>\n<p>Funding \u2013 a key factor in enabling the European hydrogen market &#8211; continues to flow. Notably, Spain has announced significant allocations supporting the development of renewable hydrogen infrastructure and industrial applications. The table below highlights funding announcements from April:[\/vc_column_text][vc_table][align-left]Funding%20Source,[align-left]Funding%20Details|[align-left]Connecting%20Europe%20Facility%20(CEF),[align-left]The%20EU%E2%80%99s%20Climate%2C%20Infrastructure%20and%20Environment%20Executive%20Agency%20called%20for%20%E2%82%AC600%20million%20in%20funding%20from%20the%20CEF%20to%20support%20key%20cross-border%20infrastructure%20projects.%20The%20call%20will%20close%20on%2016%20September%2C%20with%20the%20results%20expected%20in%20January%20or%20February%202026%20and%20final%20grant%20agreements%20expected%20by%20June%202026.|[align-left]Spanish%20government,[align-left]A%20%E2%82%AC1.2bn%20grant%20package%20has%20been%20finalised%20for%20seven%20renewable%20hydrogen%20projects%2C%20giving%20developers%2010%20working%20days%20from%204%20April%20to%20accept%20the%20funding%20and%20three%20years%20to%20complete%20their%20projects.|[align-left]Spanish%20government,[align-left]The%20European%20Commission%20approved%20Spain%E2%80%99s%20%E2%82%AC400mn%20renewable%20hydrogen%20subsidy%20auction%20under%20the%20European%20Hydrogen%20Bank%E2%80%99s%20auctions-as-a-service%20scheme%2C%20supporting%20345MW%20of%20electrolyser%20capacity.%20The%20funding%2C%20granted%20per%20kilogram%20of%20hydrogen%2C%20must%20meet%20RFNBO%20criteria.|[align-left]Spanish%20government,[align-left]The%20government%20proposed%20final%20resolutions%20to%20grant%20%E2%82%AC524mn%20in%20funding%20to%20five%20renewable%20hydrogen%20projects.%20These%20projects%20must%20accept%20the%20grant%20offers%20within%2010%20working%20days%20and%20are%20expected%20to%20take%20FID%20this%20year%2C%20with%20most%20aiming%20to%20being%20operational%20before%202030.|[align-left]Government%20of%20the%20German%20Bundesland%20Bavaria,[align-left]The%20Bavarian%20government%20awarded%20%E2%82%AC65mn%20in%20the%20second%20round%20of%20its%20%E2%82%AC150mn%20Electrolyser%20Funding%20Programme%20to%20support%2011%20renewable%20hydrogen%20projects%2C%20each%20with%20an%20electrolyser%20capacity%20between%205MW%20and%2010MW.%20The%20funding%20prioritised%20projects%20with%20high%20hydrogen%20output%20per%20euro%20of%20investment%2C%20regional%20impact%2C%20and%20practical%20applications.[\/vc_table][vc_column_text css=&#8221;&#8221; text_direction=&#8221;default&#8221;]\n<h3><strong>Cautious progress for key end-use sectors<\/strong><\/h3>\n<p>Identifying the most practical end-use sectors for low-carbon and renewable hydrogen remains a key challenge. Developments in April show that while momentum continues, immediate large-scale adoption in maritime and industrial sectors remains limited.<\/p>\n<p>In maritime transport, the long-awaited outcome of the International Maritime Organisation\u2019s (IMO) deliberations on carbon pricing concluded with the approval of a draft compromise. These \u201cmid-term measures\u201d include carbon levies tied to two emissions reduction targets, with penalties for non-compliance and rewards for exceeding targets. A net-zero fund will collect revenues to support green fuel development, but critics argue the plan lacks ambition and may favour the use of cheaper transitional fuels like LNG over truly zero-emission options like renewable hydrogen. Insights shared at the Green Hydrogen Forum in Amsterdam echoed this concern, highlighting that dual-fuel ships and the competitive pricing of LNG and biofuels are likely to dominate the near-term landscape, limiting hydrogen\u2019s role in shipping for now. Final adoption of the IMO measures is expected in October, following further negotiations.<\/p>\n<p>In the industrial sector, Essar Energy Transition (EET) achieved a notable milestone by completing the installation of the UK\u2019s first hydrogen-ready furnace at the Stanlow oil refinery. However, the furnace is not expected to operate on hydrogen for at least three years and will initially run on natural gas or refinery off-gas. However, EET plans to bring the first 350MW phase of its CCS-enabled HPP1 project online by 2028 to supply the refinery &#8211; part of the HyNet carbon capture and storage cluster. A final investment decision for HPP1 is anticipated after September, pending negotiations with the government for subsidies that will cover the cost gap between CCS-enabled and grey hydrogen.<\/p>\n<h3><strong>Infrastructure is progressing, but not without its challenges<\/strong><\/h3>\n<p>Infrastructure development remains a critical enabler for hydrogen\u2019s scaling potential. It is clear that while pipeline and storage networks are advancing, progress is uneven and still is substantially underdeveloped.<\/p>\n<p>Germany continues to lead with its government-based national hydrogen core network, which offers developers additional certainty needed to invest in hydrogen projects. In April, Germany completed the first section of its network &#8211; a 25km repurposed natural gas pipeline set to deliver 2,700 tonnes of renewable hydrogen annually. The line will connect the under-construction 30MW Bad Lauchst\u00e4dt Energy Park to TotalEnergies\u2019 refinery in Leuna by the end of 2025. Developed by a consortium including Ontras, Uniper and VNG, the pipeline serves as a key step toward Germany\u2019s broader 9,000km hydrogen infrastructure plan.<\/p>\n<p>In contrast, progress in Belgium encountered a setback. A Flemish administrative court suspended the environmental permit for the first 35km stretch of Belgium\u2019s national hydrogen pipeline network, halting construction plans by Fluxys. The suspension followed a successful appeal by local fruit growers, who raised concerns over potential crop damage and pollution of local waterways with PFAS, or \u201cforever chemicals,\u201d during groundwater drainage. The court found that the environmental impact of PFAS discharge had not been properly assessed, particularly as some watercourses already exceed permitted levels. While the permit has not been annulled, Fluxys is now reviewing next steps with legal and regulatory authorities.[\/vc_column_text][\/vc_column][\/vc_row][vc_row type=&#8221;in_container&#8221; Watch&#8221;][vc_table][align-left]Project,[align-left]Update|[align-left]Oulu%20ABO%20Energy,[align-left]ABO%20Energy%20has%20secured%20a%20planning%20reservation%20to%20develop%20a%20hydrogen%20production%20plant%20in%20Oulu%2C%20northern%20Finland%2C%20with%20a%20planned%20electrolyser%20capacity%20of%20up%20to%20600MW%2C%20to%20be%20built%20in%202%E2%80%933%20phases%20starting%20around%202034%E2%80%932036.%20The%20project%20may%20also%20include%20methanol%20and%20sustainable%20aviation%20fuel%20(e-SAF)%20production%2C%20depending%20on%20the%20availability%20of%20biogenic%20CO%E2%82%82.%20ABO%20Energy%20will%20supply%20renewable%20energy%20directly%20to%20the%20hydrogen%20plant%20through%20its%20wind%20energy%20portfolio.|[align-left]Repsol%20Port%20of%20Bilbao%20Synfuels,[align-left]Sunfire%20will%20supply%20a%2010MW%20pressurised%20alkaline%20electrolyser%20to%20the%20Port%20of%20Bilbao%20electrolytic%20hydrogen%20project%20in%20Bilbao%2C%20Spain%2C%20led%20by%20the%20Basque%20Hydrogen%20consortium%20-%20comprised%20of%20Petronor%20(a%20Repsol%20subsidiary)%2C%20Enag%C3%A1s%20Renovable%20and%20the%20Basque%20energy%20agency%20EVE.%20The%20project%20will%20be%20powered%20by%20wind%20and%20solar%20energy%2C%20and%20the%20plant%20is%20set%20to%20produce%20up%20to%201%2C600%20tonnes%20of%20hydrogen%20annually%20from%202026.%20This%20hydrogen%20will%20serve%20as%20feedstock%20for%20a%20nearby%20e-fuels%20plant%20which%20Petronor%20is%20investing%20%E2%82%AC165mn%20into.|[align-left]Eco2Fly%20e-Kerosene%20Plant,[align-left]Holcim%2C%20Ignis%20P2X%2C%20and%20Exolum%20have%20partnered%20to%20develop%20Eco2Fly%2C%20a%20large-scale%20e-kerosene%20plant%20in%20Villaluenga%20de%20la%20Sagra%2C%20Spain%2C%20that%20will%20produce%20up%20to%20100%2C000%20tonnes%20of%20sustainable%20aviation%20fuel%20annually%20by%20combining%20captured%20CO2%20from%20Holcim%E2%80%99s%20cement%20production%20with%20electrolytic%20hydrogen.%20The%20project%2C%20which%20plans%20to%20capture%20over%20700%2C000%20tonnes%20of%20CO2%20per%20year%2C%20with%20unused%20emissions%20permanently%20sequestered%20in%20geological%20storage%2C%20aims%20to%20avoid%20more%20than%206.5%20million%20tonnes%20of%20CO2%20emissions%20over%20its%20first%20decade.%20Westwood%20estimates%20that%20this%20project%20will%20have%20a%20capacity%20of%20around%20300MW.|[align-left]Energiequelle%20Oulu,[align-left]German%20renewables%20firm%20Energiequelle%20GmbH%20has%20reserved%20a%20site%20in%20Oulu%2C%20northern%20Finland%2C%20to%20develop%20its%20first%20public%20green%20hydrogen%20project%20in%20the%20country%2C%20with%20a%20planned%20capacity%20of%20over%20500MW.%20The%20project%20will%20roll%20out%20in%20three%20phases%20between%202028%20and%202033%2C%20starting%20with%20a%205MW%20production%20facility%20and%20hydrogen%20refuelling%20station%20for%20heavy-duty%20vehicles.%20Subsequent%20phases%20aim%20to%20scale%20up%20capacity%20and%20potentially%20export%20hydrogen%20via%20pipeline%20and%20the%20port%20of%20Oulu%2C%20depending%20on%20infrastructure%20development.|[align-left]Bod%C3%B8%20Hydrogen%20Hub,[align-left]Cyient%20has%20been%20selected%20to%20provide%20engineering%20services%20for%20a%2020MW%20electrolytic%20hydrogen%20project%20in%20Bod%C3%B8%2C%20Norway%2C%20led%20by%20Luxcara%20and%20GreenH%2C%20with%20NOK%20129mn%20in%20government%20funding.%20Set%20to%20begin%20operations%20in%202026%2C%20the%20project%20will%20supply%20up%20to%203%2C100%20tonnes%20of%20renewable%20hydrogen%20annually%20to%20the%20maritime%20and%20heavy%20transport%20sectors%2C%20including%20the%20Vestfjorden%20ferry.%20Cyient%20will%20deliver%20owner%E2%80%99s%20and%20detailed%20plant%20engineering%20under%20a%20strategic%20contract%2C%20while%20Luxcara%20leads%20as%20investor%20and%20GreenH%20manages%20design%20and%20operations.%20A%20second%20phase%20may%20boost%20capacity%20to%204%2C800%20tonnes%20with%20an%20added%2010MW.|[align-left]Farsund%20Hydrogen,[align-left]Gen2%20Energy%20has%20signed%20an%20agreement%20with%20Farsund%20Municipality%20in%20Norway%20to%20secure%20the%20Lundev%C3%A5gen%20industrial%20site%20for%20a%20hydrogen%20production%20and%20export%20facility%2C%20including%20access%20to%20quay%20facilities%20for%20transport%20to%20European%20and%20Norwegian%20markets.%20The%20planned%20plant%20will%20have%20an%20electrolyser%20capacity%20of%20150MW%20and%20should%20be%20operational%20by%202030.|[align-left]Kintore%20Hydrogen,[align-left]Statera%20Energy%20has%20received%20planning%20approval%20for%20its%203GW%20Kintore%20Hydrogen%20project%20in%20Aberdeenshire.%20Phase%201%20will%20initially%20have%20an%20electrolyser%20capacity%20of%20500MW%20by%202030%2C%20expanding%20to%203GW%20in%20subsequent%20phases.%20The%20project%20will%20use%20local%20wind%20power%20to%20produce%20hydrogen%20for%20heavy%20industries%20and%20power%20generation.%20The%20first%20500MW%20phase%20received%20UK%20Government%20funding%20in%20March%202023%20through%20the%20Net%20Zero%20Hydrogen
