This edition of Hydrogen Compass will focus on the proposed Renewable Energy Directive III (REDIII) implementation plans from three EU members states and significant shifts in developer investment strategies due to a slowly developing hydrogen market. Developers are calling for greater clarity and certainty to move forward, as the market continues to face challenges and the need for clearer regulatory frameworks becomes increasingly urgent.<\/p>\n<p>The next edition of Hydrogen Compass will be published in April. In the meantime, if you have any comments or feedback, please do reach out to <strong>Jun Sasamura<\/strong> (<span style=\"text-decoration: underline;\"><a href=\"mailto:jsasamura@westwoodenergy.com\">jsasamura@westwoodenergy.com<\/a><\/span>).<\/p>\n<h3><strong>Diverging EU hydrogen strategies and implementation approaches<\/strong><\/h3>\n<p>At the start of February, Belgium\u2019s new federal government, led by Bart De Wever of the New Flemish Alliance, announced support for all forms of low-carbon hydrogen production. This marks a significant shift, as the EU regulatory framework has historically prioritised renewable hydrogen. Additionally, Belgium plans to lobby the EU to relax the definition of RFNBOs<a href=\"#_edn1\" name=\"_ednref1\">[1]<\/a>, seeing this approach as a pragmatic step to accelerate industrial sustainability and meet EU climate goals.<\/p>\n<p>As the May 2025 deadline approaches for EU member states to transpose REDIII regulations<a href=\"#_edn2\" name=\"_ednref2\">[2]<\/a> into national law, differing strategies are emerging. Belgium plans to fully credit renewable hydrogen-use in oil refining towards mandates, whereas the Netherlands has proposed a correction factor for emissions credits, which could penalise companies like Shell for replacing grey hydrogen at existing refineries rather than investing in new electrolytic projects. Meanwhile, Germany has opted for a more passive approach, choosing not to impose company-specific obligations or quotas. Instead, it will rely on funding mechanisms like IPCEI and the H2Global initiative to support decarbonisation efforts. This penalty-free approach may create further challenges to meet EU mandates, as companies such as Thyssenkrupp have already announced plans to continue using natural gas until transitioning fully to hydrogen by 2037.<\/p>\n<p>Amid these national policy differences, the EU unveiled its Clean Industrial Deal in February, introducing several hydrogen-focused initiatives. Key measures include a new Delegated Act on low-carbon hydrogen (to be implemented in 1Q 2025), a Hydrogen Mechanism to connect suppliers and offtakers (to be implemented in 2Q 2025), and the third European Hydrogen Bank (EHB) auction with a \u20ac1bn budget (to be implemented in 3Q 2025). The EU will also review RFNBO regulations to address barriers to renewable hydrogen scaling. While electrification remains the primary decarbonisation pathway, additional initiatives such as streamlining permitting for renewable infrastructure, launching an Industrial Decarbonisation Acceleration Act to boost demand for EU-made clean products, and implementing a voluntary carbon intensity label for industrial goods \u2013 starting with steel in 2025 \u2013 aim to support hydrogen adoption. Furthermore, an upcoming EU action plan for steel and metals, and enhancements to the Carbon Border Adjustment Mechanism (CBAM) aim to strengthen industrial decarbonisation and enhance EU competitiveness.<\/p>\n<p>With EU nations taking divergent paths, the impact of these regulatory and funding measures remains uncertain. The outcome of ongoing policy finalisations throughout this year will be crucial in shaping the hydrogen market\u2019s trajectory.<\/p>\n<h3><strong>Developers are taking proactive measures<\/strong><\/h3>\n<p>BP announced last month a strategic shift (back) towards oil and gas investment, scaling back its hydrogen and carbon capture project pipeline. The company will increase fossil fuel investment by 30% to $10bn annually while cutting planned renewable energy funding by over $5bn. BP is prioritising biogas, biofuels, EV charging, and capital-light renewable partnerships while making selective investments in hydrogen and carbon capture. The company has cited<a href=\"#_edn3\" name=\"_ednref3\">[3]<\/a> slower policy, slower technology developments and higher costs, combined with reduced customer willingness to pay in the hydrogen industry as contributing factors to the scale-back. With plans to focus on only five to seven projects this decade \u2013 four of which were announced to have taken FID in 2024 \u2013 BP\u2019s hydrogen and carbon capture investments are expected to decline significantly in the coming years. This move aligns with similar strategic shifts by Equinor and Shell, as they too have scaled back green energy investments due to investor concerns over declining profits.<\/p>\n<p>Beyond the oil majors, other companies are adjusting their hydrogen strategies. Fortescue, for example, has reduced spending in its green energy division by 20%, citing regulatory uncertainty in Europe as a key concern. The implementation of REDIII mandates by EU member states remains a critical factor for developers navigating hydrogen investments.<\/p>\n<p>While many developers await regulatory clarity, others are taking more proactive steps. In February, German renewable energy company Enertrag launched a public auction to secure buyers for 500 tonnes of renewable hydrogen per year from its 10MW project under construction near Magdeburg, eastern Germany. The Osterweddingen facility, which began construction in May 2024, is expected to start operations by the end of 2025, with a total planned output of 900 tonnes annually. Although initiatives like Enertrag\u2019s are important, they remain on a smaller scale. The broader hydrogen will still need regulatory frameworks to ensure sustainable growth and long-term progress.<a href=\"#_ednref1\" name=\"_edn1\"><\/a>[\/vc_column_text][\/vc_column][\/vc_row][vc_row type=&#8221;in_container&#8221; full_screen_row_position=&#8221;middle&#8221; column_margin=&#8221;default&#8221; February[\/vc_column_text][vc_table][align-left]Project,[align-left]Update|[align-left]P2X%20Harjavalta,[align-left]Finnish%20hydrogen%20developer%20P2X%20Solutions%20has%20secured%20a%20five-year%20renewable%20power%20purchase%20agreement%20(PPA)%20with%20energy%20company%20Fortum%20to%20supply%20its%2020MW%20Harjavalta%20electrolytic%20hydrogen%20facility.%20The%20plant%2C%20which%20is%20already%20operational%20but%20still%20ramping%20up%2C%20also%20includes%20a%203.3MW%20methanation%20unit%20for%20producing%20synthetic%20methane.%20However%2C%20to%20qualify%20as%20a%20renewable%20fuel%20of%20non-biological%20origin%20%E2%80%94%20making%20the%20hydrogen%20eligible%20for%20EU%20quotas%20and%20subsidies%20%E2%80%94%20the%20project%20must%20meet%20strict%20regulatory%20conditions.%20Currently%2C%20the%20renewable%20power%20source%20and%20hydrogen%20production%20must%20be%20matched%20monthly.%20But%20from%202030%20onwards%2C%20they%20will%20need%20to%20align%20on%20an%20hourly%20basis%2C%20posing%20a%20challenge%20for%20long-term%20renewable%20power%20procurement.%20To%20maintain%20compliance%2C%20P2X%20Solutions%20has%20opted%20for%20a%20shorter-than-usual%20PPA%2C%20similar%20to%20other%20hydrogen%20developers%20like%20Stegra%20and%20Air%20Liquide.|[align-left]HyLion%20pilot%20project,[align-left]French%20manufacturer%20McPhy%20will%20provide%2080MW%20of%20electrolyzers%20for%20the%20HyLion%20pilot%20project%20in%20Scotland%2C%20aiming%20to%20produce%2045%2C000t%20of%20e-methanol%20from%20renewable%20hydrogen%20each%20year%20starting%20in%202028.%20The%20project%20will%20capture%20CO2%20from%20nearby%20whisky%20production%20and%20E.%20ON&#8217;s%20biomass%20power%20plant%20in%20Lockerbie.%20Two%20buyers%2C%20P1%20Fuels%20and%20Cadeler%2C%20are%20set%20to%20use%20the%20methanol%20as%20a%20chemical%20base%20and%20shipping%20fuel.%20Though%20the%20renewable%20energy%20source%20is%20unknown%2C%20MHP%20notes%20that%20Scotland&#8217;s%20wind%20resources%20could%20support%20renewable%20hydrogen%20production.|[align-left]HyVal,[align-left]BP%20and%20Iberdrola%20have%20started%20construction%20on%20their%2025MW%20green%20hydrogen%20plant%20at%20BP%E2%80%99s%20Castell%C3%B3n%20refinery%20as%20part%20of%20the%20HyVal%20project.%20The%20first%20phase%20involves%20earthworks%20and%20developing%20a%2020%2C000m2%20plot%20of%20land%20next%20to%20the%20refinery.%20Civil%20works%20will%20begin%20in%20the%20second%20quarter%20of%202025.%20The%20next%20major%20milestone%20is%20the%20reception%20and%20installation%20of%20the%20main%20equipment%2C%20including%20the%20electrolyser%2C%20scheduled%20for%20the%20second%20half%20of%202025.%20Once%20operational%20in%20the%20second%20half%20of%202026%2C%20the%2025MW%20electrolyser%20will%20be%20powered%20by%20renewable%20electricity%20supplied%20by%20Iberdrola%20through%20a%20PPA%20from%20photovoltaic%20and%20wind%20farms.%20The%20plant%20will%20help%20decarbonise%20the%20refinery%E2%80%99s%20operations%20by%20replacing%20natural%20gas%20with%20renewable%20hydrogen.|[align-left]Lingen%20Green%20Hydrogen,[align-left]Accelera%20by%20Cummins%20will%20supply%20a%20100MW%20proton%20exchange%20membrane%20(PEM)%20electrolyser%20system%20for%20BP%E2%80%99s%20Lingen%20hydrogen%20project%20in%20Germany%2C%20its%20largest%20hydrogen%20production%20plant%20to%20date.%20Using%2020%20HyLYZER%C2%AE-1000%20units%2C%20the%20system%20will%20produce%20up%20to%2011%2C000t%20of%20renewable%20(green)%20hydrogen%20annually%20when%20fully%20commissioned%20in%202027%2C%20powered%20by%20offshore%20wind%20energy.%20The%20hydrogen%20will%20support%20BP%E2%80%99s%20Lingen%20refinery%20and%20industrial%20customers.%20BP%20took%20FID%20on%20the%20project%20in%20December%202024%20and%20the%20project%20is%20expected%20to%20come%20online%20in%202027.|[align-left]Agder%20Hydrogen%20Hub,[align-left]ITM%20Power%20has%20signed%20a%20contract%20to%20supply%2020MW%20of%20PEM%20electrolysers%20for%20Greenstat%E2%80%99s%20Hydrogen%20Hub%20Agder%20in%20Fisk%C3%A5%2C%20Norway%2C%20which%20will%20produce%20renewable%20(green)%20hydrogen%20for%20the%20maritime%20sector%20starting%20in%20late%202026.%20The%20project%2C%20backed%20by%20NOK%20138mn%20(%2412.2mn)%20in%20government%20funding%2C%20could%20expand%20by%20an%20additional%2020MW%20from%202027.%20Greenstat%20has%20agreements%20with%20maritime%20companies%20for%20potential%20offtake%20of%20over%208%2C000t%20of%20hydrogen%20annually%20across%20its%20projects.%20This%20marks%20ITM%E2%80%99s%20third%20Neptune%20V%20contract%2C%20reinforcing%20its%20focus%20on%20the%20European%20green%20hydrogen%20market.|[align-left]Hyoffwind,[align-left]Construction%20has%20begun%20on%20the%2025MW%20Hyoffwind%20renewable%20hydrogen%20project%20at%20the%20Port%20of%20Zeebrugge.%20Developed%20by%20Virya%20Energy%20in%20partnership%20with%20Messer%20and%20HyoffGreen%2C%20the%20facility%20will%20use%20John%20Cockerill%E2%80%99s%20pressurised%20alkaline%20electrolysers%20and%20be%20powered%20by%20local%20wind%20farms.%20The%20project%20has%20received%20%E2%82%AC30mn%20in%20funding%20from%20the%20Flemish%20government%20using%20recovery%20funding%20from%20the%20European%20Union%20(NextGenerationEU)%2C%20and%20is%20expected%20to%20become%20operational%20by%20mid-2026%2C%20with%20potential%20expansion%20to%20100MW.%20FID%20was%20made%20in%20July%202024%2C%20with%20John%20Cockerill%20and%20Besix%20appointed%20as%20EPC%20partners.%20While%20an%20offtaker%20has%20not%20yet%20been%20confirmed%2C%20the%20project%20aims%20to%20support%20industrial%20decarbonisation%20and%20mobility%20solutions.[\/vc_table][vc_column_text
