gas and wind sectors to this point have operated in relative isolation from one another d<\/span><span data-contrast=\"none\">espite\u00a0<\/span><span data-contrast=\"none\">10<\/span><span data-contrast=\"none\">GW of offshore wind capacity installed in the UK<\/span><span data-contrast=\"none\">,<\/span><span data-contrast=\"none\">\u00a0and synergies have not been effectively explored<\/span><span data-contrast=\"none\">.<\/span><span data-contrast=\"none\">\u00a0This is starting<\/span><span data-contrast=\"none\">\u00a0to<\/span><span data-contrast=\"none\">\u00a0change through joint initiatives such as the \u2018<\/span><span data-contrast=\"none\">Energy Transition Alliance<\/span><span data-contrast=\"none\">\u2019 set up between t<\/span><span data-contrast=\"none\">he Oil &amp; Gas Technology Centre and Offshore Renewable Energy (ORE) Catapult<\/span><span data-contrast=\"none\">\u00a0in July this year<\/span><span data-contrast=\"none\">.<\/span><span data-contrast=\"auto\">\u00a0T<\/span><span data-contrast=\"auto\">he\u00a0<\/span><span data-contrast=\"auto\">main\u00a0<\/span><span data-contrast=\"auto\">commercial driver<\/span><span data-contrast=\"auto\">s<\/span><span data-contrast=\"auto\">\u00a0for\u00a0<\/span><span data-contrast=\"auto\">exploiting\u00a0<\/span><span data-contrast=\"auto\">synergies<\/span><span data-contrast=\"auto\">\u00a0across these two sectors<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">are\u00a0<\/span><span data-contrast=\"auto\">to:<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<ul>\n<li data-leveltext=\"-\" data-font=\"Arial\" data-listid=\"2\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Reducing<\/span><span data-contrast=\"auto\">\u00a0the levelized cost of electricity<\/span><span data-contrast=\"auto\">\u00a0(LCOE)<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">of<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">offshore wind<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">(especially floating wind),\u00a0<\/span><span data-contrast=\"auto\">and support its continued growth\u00a0<\/span><span data-ccp-props=\"{&quot;134233279&quot;:true}\">\u00a0<\/span><\/li>\n<li data-leveltext=\"-\" data-font=\"Arial\" data-listid=\"2\" aria-setsize=\"-1\" data-aria-posinset=\"2\" data-aria-level=\"1\"><span data-contrast=\"auto\">Ensur<\/span><span data-contrast=\"auto\">ing<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">the oil and gas sector\u2019s<\/span><span data-contrast=\"auto\">\u00a0skills, capabilities and infrastructure\u00a0<\/span><span data-contrast=\"auto\">are leveraged to\u00a0<\/span><span data-contrast=\"auto\">support the wind sector\u2019s growth, as well as maintain the oil and gas sector\u2019s own commercial<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">viability<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-ccp-props=\"{&quot;134233279&quot;:true}\">\u00a0<\/span><\/li>\n<\/ul>\n<p><span data-contrast=\"none\">W<\/span><span data-contrast=\"none\">hat\u00a0<\/span><span data-contrast=\"none\">are\u00a0<\/span><span data-contrast=\"none\">the potential opportunities\u00a0<\/span><span data-contrast=\"none\">for\u00a0<\/span><span data-contrast=\"none\">collaboration and\u00a0<\/span><span data-contrast=\"none\">synergy<\/span> <span data-contrast=\"none\">between the offshore oil &amp; gas and wind sectors<\/span><span data-contrast=\"none\">?\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b><span data-contrast=\"none\">Transfer of knowledge and capability<\/span><\/b><\/h3>\n<p><span data-contrast=\"auto\">The IEA\u2019s 2019 Offshore Wind Outlook<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">highlighted an<\/span><span data-contrast=\"auto\">\u00a0opportunity\u00a0<\/span><span data-contrast=\"auto\">for<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">the oil\u00a0<\/span><span data-contrast=\"auto\">&amp;<\/span><span data-contrast=\"auto\">\u00a0gas sector\u00a0<\/span><span data-contrast=\"auto\">of\u00a0<\/span><span data-contrast=\"auto\">up to\u00a0<\/span><span data-contrast=\"auto\">US<\/span><span data-contrast=\"auto\">$350bn in Europe<\/span><span data-contrast=\"auto\">an offshore wind\u00a0<\/span><span data-contrast=\"auto\">over the next 20 years<\/span><span data-contrast=\"auto\">.\u00a0<\/span><span data-contrast=\"auto\">T<\/span><span data-contrast=\"auto\">his is based on the calculation that \u201cabout\u00a0<\/span><span data-contrast=\"auto\">40% of the full lifetime costs of a standard offshore wind project<\/span><span data-contrast=\"auto\">\u201d has \u201c<\/span><span data-contrast=\"auto\">significant synergies with the offshore oil and gas sector<\/span><span data-contrast=\"auto\">\u201d. Therefore, there will be only certain aspects of\u00a0<\/span><span data-contrast=\"auto\">an offshore win<\/span><span data-contrast=\"auto\">d<\/span><span data-contrast=\"auto\">\u00a0project\u00a0<\/span><span data-contrast=\"auto\">where<\/span><span data-contrast=\"auto\">\u00a0the oil and gas sector\u00a0<\/span><span data-contrast=\"auto\">can<\/span><span data-contrast=\"auto\">\u00a0add value<\/span><span data-contrast=\"auto\">.\u00a0<\/span><span data-contrast=\"auto\">For example, t<\/span><span data-contrast=\"auto\">he supply of turbines is a well-established and competitive industry<\/span><span data-contrast=\"auto\">, with\u00a0<\/span><span data-contrast=\"auto\">little synergy<\/span><span data-contrast=\"auto\">\u00a0with the oil\u00a0<\/span><span data-contrast=\"auto\">&amp;<\/span><span data-contrast=\"auto\">\u00a0gas sector.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{}\">\u00a0<\/span><span data-contrast=\"auto\">T<\/span><span data-contrast=\"auto\">he oil and gas sector\u2019s experience in offshore infrastructure\u00a0<\/span><span data-contrast=\"auto\">will be of most benefit\u00a0<\/span><span data-contrast=\"auto\">in offshore wind<\/span><span data-contrast=\"auto\">\u00a0whether it be\u00a0<\/span><span data-contrast=\"auto\">in\u00a0<\/span><span data-contrast=\"auto\">foundations \/ structures,\u00a0<\/span><span data-contrast=\"auto\">project management,\u00a0<\/span><span data-contrast=\"auto\">vessel operations,\u00a0<\/span><span data-contrast=\"auto\">working with moving cables<\/span><span data-contrast=\"auto\">, seabed survey \/ investigation, or\u00a0<\/span><span data-contrast=\"auto\">Balance of Plant (<\/span><span data-contrast=\"auto\">BoP<\/span><span data-contrast=\"auto\">)<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">O<\/span><span data-contrast=\"auto\">perations and\u00a0<\/span><span data-contrast=\"auto\">M<\/span><span data-contrast=\"auto\">aintenance<\/span><span data-contrast=\"auto\">\u00a0(O&amp;M)<\/span><span data-contrast=\"auto\">.\u00a0<\/span><span data-contrast=\"auto\">The oilfield support \/ services sector also has transferable\u00a0<\/span><span data-contrast=\"auto\">assets and\u00a0<\/span><span data-contrast=\"auto\">skills<\/span><span data-contrast=\"auto\">, such as in the provision of tugs, mooring systems, heavy lifting vessels and cabling.\u00a0<\/span><span data-contrast=\"auto\">I<\/span><span data-contrast=\"auto\">t is likely\u00a0<\/span><span data-contrast=\"auto\">the\u00a0<\/span><span data-contrast=\"auto\">most synergies will be realised in floating wind, as this will require a set of capabilities that many offshore wind players do not have<\/span><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{}\">\u00a0<\/span><span data-contrast=\"auto\">To access the market effectively, i<\/span><span data-contrast=\"auto\">t will be important\u00a0<\/span><span data-contrast=\"auto\">for the oil &amp; gas sector\u00a0<\/span><span data-contrast=\"auto\">to understand the difference<\/span><span data-contrast=\"auto\">s in how the offshore wind market functions \u2013 including different tender processes, contracting terms, supplier relationships, the focus on innovation<\/span><span data-contrast=\"auto\">\u00a0together with cost reduction<\/span><span data-contrast=\"auto\">\u00a0etc.\u00a0<\/span><span data-contrast=\"auto\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b><span data-contrast=\"auto\">Joint commercialisation\u00a0<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">T<\/span><span data-contrast=\"auto\">here is potential for<\/span><span data-contrast=\"auto\">\u00a0collaboration of the two sectors<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">through<\/span><span data-contrast=\"auto\">\u00a0o<\/span><span data-contrast=\"auto\">il\u00a0<\/span><span data-contrast=\"auto\">and<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">g<\/span><span data-contrast=\"auto\">as\u00a0<\/span><span data-contrast=\"auto\">p<\/span><span data-contrast=\"auto\">latform electrification<\/span><span data-contrast=\"auto\">\u00a0and the r<\/span><span data-contrast=\"auto\">epurposing existing infrastructure<\/span><span data-contrast=\"auto\">.<\/span><span data-contrast=\"auto\">\u00a0<\/span><\/p>\n<h6><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-10857\" src=\"https:\/\/www.westwoodenergy.com\/wp-content\/uploads\/2020\/11\/UKCS-Infrastructure-836x1024.png\" alt=\"\" width=\"550\" height=\"673\" srcset=\"https:\/\/www.westwoodenergy.com\/wp-content\/uploads\/2020\/11\/UKCS-Infrastructure-836x1024.png 836w, https:\/\/www.westwoodenergy.com\/wp-content\/uploads\/2020\/11\/UKCS-Infrastructure-245x300.png 245w, https:\/\/www.westwoodenergy.com\/wp-content\/uploads\/2020\/11\/UKCS-Infrastructure-768x940.png 768w, https:\/\/www.westwoodenergy.com\/wp-content\/uploads\/2020\/11\/UKCS-Infrastructure.png 1034w\" sizes=\"auto, (max-width: 550px) 100vw, 550px\" \/><br \/>\nFigure 2: UKCS Infrastructure<br \/>\nSource: Westwood Energy, OGA<\/h6>\n<p><span data-contrast=\"auto\">P<\/span><span data-contrast=\"auto\">latform electrification\u00a0<\/span><span data-contrast=\"auto\">can create<\/span><span data-contrast=\"auto\">\u00a0demand for the\u00a0<\/span><span data-contrast=\"auto\">renewable electricity generated by\u00a0<\/span><span data-contrast=\"auto\">a (fixed or floating)\u00a0<\/span><span data-contrast=\"auto\">offshore<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">w<\/span><span data-contrast=\"auto\">ind farm<\/span><span data-contrast=\"auto\">\u00a0that is in close proximity<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">and\u00a0<\/span><span data-contrast=\"auto\">displac<\/span><span data-contrast=\"auto\">e<\/span><span data-contrast=\"auto\">\u00a0gas and \/ or diesel\u00a0<\/span><span data-contrast=\"auto\">power\u00a0<\/span><span data-contrast=\"auto\">generation. This\u00a0<\/span><span data-contrast=\"auto\">can<\/span><span data-contrast=\"auto\">\u00a0reduce emissions from the platform<\/span><span data-contrast=\"auto\">\u00a0and\u00a0<\/span><span data-contrast=\"auto\">make available fuel that once would have been burnt on the platform<\/span><span data-contrast=\"auto\">, extending the field\u2019s life<\/span><span data-contrast=\"auto\">.<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">O<\/span><span data-contrast=\"auto\">n average\u00a0<\/span><span data-contrast=\"auto\">~<\/span><span data-contrast=\"auto\">5% of production is used offshore to power platform<\/span><span data-contrast=\"auto\">s<\/span><span data-contrast=\"auto\">.\u00a0<\/span><span data-contrast=\"auto\">This\u00a0<\/span><span data-contrast=\"auto\">combination\u00a0<\/span><span data-contrast=\"auto\">alone may justify the investment cost<\/span><span data-contrast=\"auto\">, but<\/span><span data-contrast=\"auto\">\u00a0there are several technical challenges that need to be overcome<\/span><span data-contrast=\"auto\">.\u00a0<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">O<\/span><span data-contrast=\"auto\">ffshore wind<\/span><span data-contrast=\"auto\">\u00a0generated electricity is<\/span><span data-contrast=\"auto\">\u00a0variable \u2013 therefore requiring backup, potentially in the form of batteries<\/span><span data-contrast=\"auto\">,\u00a0<\/span><span data-contrast=\"auto\">hydrogen fuel cells\u00a0<\/span><span data-contrast=\"auto\">or<\/span><span data-contrast=\"auto\">\u00a0connection to the main grid<\/span><span data-contrast=\"auto\">.<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">Equinor\u2019s 88MW Hywind\u00a0<\/span><span data-contrast=\"auto\">Tampen<\/span><span data-contrast=\"auto\">\u00a0floating wind project\u00a0<\/span><span data-contrast=\"auto\">will only provide 35% of the annual power demand of the 5 platforms<\/span><span data-contrast=\"auto\">,\u00a0<\/span><span data-contrast=\"auto\">illustrating\u00a0<\/span><span data-contrast=\"auto\">some of the constraints of 100% variable power supply<\/span><span data-contrast=\"auto\">.\u00a0<\/span><span data-contrast=\"auto\">A<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">balance needs to be struck between the benefit of platform electrification and the cost of achieving this. Platforms that are nearer to land\u00a0<\/span><span data-contrast=\"auto\">could\u00a0<\/span><span data-contrast=\"auto\">make power-from-shore a more viable alternative to offshore wind, while others may be too old to justify the necessary investment for the remaining life of the asset.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Existing oil\u00a0<\/span><span data-contrast=\"auto\">&amp;<\/span><span data-contrast=\"auto\">\u00a0gas infrastructure can\u00a0<\/span><span data-contrast=\"auto\">also\u00a0<\/span><span data-contrast=\"auto\">be repurposed<\/span><span data-contrast=\"auto\">, primarily<\/span><span data-contrast=\"auto\">\u00a0to support the development of the green hydrogen economy<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">from\u00a0<\/span><span data-contrast=\"auto\">offshore wind.<\/span><span data-contrast=\"auto\">\u00a0Hydrogen\u00a0<\/span><span data-contrast=\"auto\">can be<\/span><span data-contrast=\"auto\">\u00a0produced\u00a0<\/span><span data-contrast=\"auto\">at sea\u00a0<\/span><span data-contrast=\"auto\">by electrolysis<\/span><span data-contrast=\"auto\">\u00a0\u2013<\/span><span data-contrast=\"auto\">\u00a0either\u00a0<\/span><span data-contrast=\"auto\">on a repurposed oil &amp; gas platform,\u00a0<\/span><span data-contrast=\"auto\">on an energy hub island<\/span><span data-contrast=\"auto\">\u00a0(e.g. North Sea Wind Power Hub)<\/span><span data-contrast=\"auto\">,\u00a0<\/span><span data-contrast=\"auto\">or directly from an electrolyser\u00a0<\/span><span data-contrast=\"auto\">housed in an<\/span><span data-contrast=\"auto\">\u00a0offshore wind turbine.<\/span><span data-contrast=\"auto\"> It can then be delivered back to shore through<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">repurposed\u00a0<\/span><span data-contrast=\"auto\">natural gas\u00a0<\/span><span data-contrast=\"auto\">pipelines. The\u00a0<\/span><span data-contrast=\"auto\">PosHYdon<\/span><span data-contrast=\"auto\">\u00a0pilot project off the co<\/span><span data-contrast=\"auto\">a<\/span><span data-contrast=\"auto\">st of the Netherlands is a<\/span><span data-contrast=\"auto\">n<\/span><span data-contrast=\"auto\">\u00a0example of this concept<\/span><span data-contrast=\"auto\">, bringing several partners together to realise the opportunity<\/span><span data-contrast=\"auto\">.\u00a0<\/span><span data-contrast=\"auto\">Similar projects are being considered across the North Sea.\u00a0<\/span><span data-contrast=\"auto\">The\u00a0<\/span><span data-contrast=\"auto\">business case<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">is based on<\/span><span data-contrast=\"auto\">\u00a0reduced\u00a0<\/span><span data-contrast=\"auto\">capital\u00a0<\/span><span data-contrast=\"auto\">investment and\u00a0<\/span><span data-contrast=\"auto\">O&amp;M costs<\/span><span data-contrast=\"auto\">\u00a0through the use of existing infrastructure, the lower cost of transportation of hydrogen vs. electrons, and the value of using hydrogen as \u2018storage\u2019 for variable offshore wind (and using this energy when commercially favourable). The\u00a0<\/span><span data-contrast=\"auto\">cost savings through<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">using existing oil and gas infrastructure\u00a0<\/span><span data-contrast=\"auto\">will vary depending on the\u00a0<\/span><span data-contrast=\"auto\">state of the\u00a0<\/span><span data-contrast=\"auto\">infrastructure available, whether it can be repurposed, the distance from shore<\/span><span data-contrast=\"auto\">\u00a0of the facility<\/span><span data-contrast=\"auto\">, and the remaining asset life<\/span><span data-contrast=\"auto\">.\u00a0<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{}\">\u00a0<\/span><span data-contrast=\"auto\">Projects<\/span><span data-contrast=\"auto\">\u00a0need to be considered in the context of the market dynamics and subsidy regime<\/span><span data-contrast=\"auto\">\u00a0in the UK.<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">Joint developments with the oil and gas sector could be a benefit or hinderance as a route to market for renewable projects d<\/span><span data-contrast=\"auto\">epending on the o<\/span><span data-contrast=\"auto\">ffshore wind capture price<\/span><span data-contrast=\"auto\">\u00a0outlook<\/span><span data-contrast=\"auto\">\u00a0(the average price achieved in the wholesale market when the wind blows)<\/span><span data-contrast=\"auto\">, or the level of\u00a0<\/span><span data-contrast=\"auto\">revenues<\/span><span data-contrast=\"auto\">\u00a0already<\/span><span data-contrast=\"auto\">\u00a0supported by a subsidy (such as the current\u00a0<\/span><span data-contrast=\"auto\">Contact for Difference (<\/span><span data-contrast=\"auto\">CfD<\/span><span data-contrast=\"auto\">)<\/span><span data-contrast=\"auto\">\u00a0regime) or Power Purchase Agreement<\/span><span data-contrast=\"auto\">\u00a0(PPA)<\/span><span data-contrast=\"auto\">.<\/span><span data-contrast=\"auto\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b><span data-contrast=\"auto\">The<\/span><\/b><b><span data-contrast=\"auto\">\u00a0<\/span><\/b><b><span data-contrast=\"auto\">e<\/span><\/b><b><span data-contrast=\"auto\">merging<\/span><\/b><b><span data-contrast=\"auto\">\u00a0opportunit<\/span><\/b><b><span data-contrast=\"auto\">y\u00a0<\/span><\/b><\/h3>\n<p><span data-contrast=\"auto\">The\u00a0<\/span><span with<\/span><span data-contrast=\"auto\">\u00a0impacts across the\u00a0<\/span><span data-contrast=\"auto\">value chain:\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<ul>\n<li><span data-ccp-props=\"{}\">\u00a0<\/span><span data-contrast=\"auto\">E&amp;Ps\u00a0<\/span><span data-contrast=\"auto\">are well positioned to\u00a0<\/span><span data-contrast=\"auto\">deploy<\/span><span data-contrast=\"auto\">\u00a0their\u00a0<\/span><span data-contrast=\"auto\">capital<\/span><span data-contrast=\"auto\">\u00a0and project management\u00a0<\/span><span data-contrast=\"auto\">skills<\/span><span data-contrast=\"auto\">, and importantly, have a need to\u00a0<\/span><span data-contrast=\"auto\">diversify their portfolio and to address the emissions intensity of the<\/span><span data-contrast=\"auto\">ir\u00a0<\/span><span data-contrast=\"auto\">existing\u00a0<\/span><span data-contrast=\"auto\">oil and gas<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">production<\/span><span data-contrast=\"auto\">.\u00a0<\/span><span
